    I have a tunic pattern, and the pattern is 3″ small at the bust and 5 ” too small at the hip, could i use the pivot method from where my waist would be to enlarge both bust and hip?

    Yes, you can try that but make sure you make a muslin so you can perfect the fit and adjust if necessary. Usually the patterns shoulder area is based on the bust size so this area may also need some tweaking.
