it really depends what type of garment your are sewing. If it’s something like a skirt, it’s usually attached at the waistline prior to the waistband being sewn in. If it’s a dress, the skirt lining goes in first separately and the the bodice lining is put in, hand sewn to the top of the skirt lining. But there are usually variations from garment to garment.
