If it’s in a casing, you can remove some of the stitches in the casing, just enough so you can reach in there and grab the old elastic. Snip the elastic so you can pull it out. (If it’s impossible to pull all the way out, it may have been stitched in place at the side seams so you’ll have to remove those stitches.) Then insert new elastic, sew the ends together, and resew the casing shut.
